I’m not sure why you want it but you can buy plant oestrogens (phytoestrogens) without a prescription, for example Black Cohosh.
I would not advise taking medication without it being prescribed by a Dr, as it can cause more problems than you want it to cure.

Why on earth would you want to buy estrogen without a prescription? Are you sure you need it? Also, any pharmacy, online or otherwise, that would sell you estrogen without a prescription is likely selling you stuff that isn’t the real thing.
If you can’t afford to go to a doctor or something and you’re experiencing hot flashes or other menopause symptoms, try the plant (soy) based phytoestrogens available at most stores.

Unless you have had a hysterectomy you should NOT take oestrogen without also taking progesterone, otherwise you are massively increasing your risk of developing endometrial cancer (cancer of the lining of the womb). You should not take any kind of hormonal treatment without first seeking the advice of a doctor. If you are experiencing meonpausal symptoms, there are herbal remedies you can take – ask in your local health food shop, but please, don’t take anything which SHOULD be prescription only if you haven’t been prescribed it.
